Manager, International Cloud Sourcing

Owns international cloud compute sourcing, supplier relationships, RFPs, negotiations, and market intelligence for a rapidly scaling GPU infrastructure fleet. Requires at least five years of sourcing or infrastructure commercial experience, cloud and GPU knowledge, contract negotiation expertise, and strong analytical and cross-functional communication skills.

Responsibilities

  • Manage the lifecycle of international cloud service provider (CSP) leasing agreements, from sourcing and RFPs through contract execution and renewals.
  • Partner with infrastructure engineering to translate technical requirements into commercial specifications and coordinate technical evaluations during vendor selection.
  • Develop and maintain relationships with cloud compute suppliers and expand the vendor ecosystem into new international markets.
  • Build market intelligence on pricing trends, supply availability, and the international cloud compute vendor landscape.
  • Develop negotiation strategies to improve costs and contract terms while accounting for local contracting norms and market dynamics.
  • Improve Total Cost of Ownership (TCO) and mitigate supply chain and commercial risks across the GPU fleet.
  • Lead structured vendor performance reviews, including Quarterly Business Reviews (QBRs), with international cloud and infrastructure compute suppliers.
  • Track country-level factors affecting capacity decisions, including power availability, regulatory and data residency requirements, currency, and tax and duty implications.

Requirements

  • 5+ years of experience in cloud sourcing, strategic sourcing, or infrastructure commercial roles, with exposure to GPU or high-performance computing environments.
  • Experience negotiating cloud or infrastructure contracts with multi-million-dollar deal sizes, including with suppliers outside the United States.
  • Working knowledge of cloud infrastructure, including GPU configurations, networking, and cluster architecture, with the ability to translate technical requirements into commercial terms.
  • Strong analytical skills and experience building pricing models or financial analyses for sourcing decisions.
  • Excellent communication skills and comfort working with engineering, finance, vendor executives, and international suppliers.
  • Availability for calls outside standard US business hours.
  • Ability to apply FinOps principles, including cost allocation, rightsizing, and commitment strategy, to cloud sourcing and contract negotiations.

Nice-to-Haves

  • Experience in GPU or AI compute sourcing, or at a GPU cloud provider or hyperscaler.
  • Familiarity with the AI infrastructure vendor ecosystem and supply-and-demand dynamics, particularly outside the United States.
  • Experience building sourcing processes from scratch.
  • Familiarity with data center economics, including power, cooling, and site selection.
  • Knowledge of country-level factors such as data residency, currency, and duties.
