Primary Responsibilities
Telecommunications Regulatory Compliance
- Serve as subject matter expert on FCC and state PUC regulatory frameworks for UCaaS and CCaaS offerings, including filing obligations, interconnection requirements, and CPUC proceedings.
- Provide guidance on STIR/SHAKEN compliance, CLI masking, and Caller ID obligations under the Truth in Caller ID Act; identify exposure and develop remediation strategies.
- Monitor FCC rulemakings, state legislative activity, and international developments; translate into actionable guidance for Engineering, Product, and Operations.
- Manage regulatory filings and reporting with federal, state, and international agencies.
- Advise on carrier and telecommunications interconnection agreements, focusing on allocation of regulatory obligations.
Voice, Messaging & AI Compliance
- Advise on call recording consent law (CIPA, ECPA, two-party consent requirements); translate into product specifications and customer disclosures.
- Advise on TCPA and FTSA exposure for platform and customer use cases; articulate platform liability vs. customer conduct.
- Provide coverage on A2P and P2P SMS compliance, including CTIA guidelines, carrier requirements, and FCC messaging rules.
- Review AI-powered features (call transcription, real-time coaching, AI agents) for consent and disclosure compliance; track state AI transparency laws and automated decision-making regulations.
Cross-Functional Partnership
- Participate in product reviews and feature launches to resolve compliance issues pre-release.
- Collaborate with Privacy, Security, and Commercial Legal teams on contracts, DPAs, and RFP responses.
- Advise Sales and Customer Success on complex regulatory questions from enterprise customers in healthcare, financial services, and public sector.
- Coordinate with outside counsel and consultants on agency proceedings and assessments.
Legal Operations & Scalability
- Develop and maintain consent and disclosure matrix for call recording across U.S. jurisdictions.
- Author training materials for Sales, Customer Success, and Product teams.
- Leverage AI-powered legal research and regulatory monitoring tools.
Qualifications
- 4-8 years of legal experience with substantive exposure to telecommunications regulatory matters (law firm, carrier, UCaaS, or regulatory agency). In-house experience at SaaS or communications technology company preferred.
- Demonstrated familiarity with FCC rules, Communications Act, and application to VoIP/cloud communications, including non-dominant interexchange carrier status.
- Practical experience advising on call recording consent law.
- Working knowledge of TCPA and FTSA to identify platform exposure and develop mitigation strategies.
- Familiarity with AI governance frameworks and emerging state AI legislation; willingness to develop deeper expertise.
- Ability to synthesize complex legal analysis into clear, actionable guidance for non-legal stakeholders.
- Fluency in written and spoken English.
Compensation
California Salary Range: $169,000–$214,000 USD (base salary only; does not include bonus, equity, or benefits).
