Facilities Planning Manager

Manages emergency preparedness, security, and continuity planning for NCI facilities, including risk assessments, response plans, training, exercises, crisis communications, and asset-tracking programs. Requires a bachelor’s degree in emergency management or a related field, eight years of experience, and executive-level briefing expertise.

Responsibilities

  • Develop, implement, maintain, and periodically review security, emergency preparedness, emergency response, and Continuity of Operations (COOP) plans for NCI facilities on and off the NIH Bethesda campus.
  • Research and analyze data for Hazard Vulnerability Analyses (HVA), Threat and Hazard Identification and Risk Assessments (THIRA), Facility Security Assessments (FSA), and related planning documents.
  • Coordinate emergency planning with NCI leadership, NIH personnel, and local, state, and federal partners.
  • Develop preparedness, prevention, mitigation, response, and recovery programs for natural, technological, human-caused, and national security emergencies.
  • Deliver education, outreach, training, drills, exercises, fire-safety training, meetings, and executive briefings.
  • Serve as Project Manager for the Geographic Asset and Inventory Tracking (GAIT) Program and NCI Crisis Communications Program.
  • Support the Emergency Equipment Tracking System (EETS), Emergency Management Organization (EMO), and Emergency Management Facility (EMF).
  • Maintain emergency management website content and administer COOP software.

Requirements

  • Bachelor's degree in Emergency Management or a related field.
  • Minimum eight years of related experience.
  • Experience with emergency preparedness and continuity planning.
  • Experience developing and delivering high-level briefings and comprehensive instructional programs.
  • Ability to analyze threat-related intelligence and incorporate it into COOP plans.
  • Ability to communicate physical security requirements related to COOP planning.
  • Strong oral and written communication, analytical, organizational, interpersonal, and time-management skills.
  • Ability to form teams and complete complex, sensitive tasks under short timeframes.
  • Ability to navigate politically charged government environments.
  • Proficiency with Microsoft Office Suite, including Word, Excel, Outlook, and PowerPoint.
