Program Manager, Global Workforce Strategy

Leads an international workforce strategy program spanning contractor, EOR, and legal-entity models. The contractor will build cost analyses and governance frameworks, coordinate senior stakeholders, and support UK and LATAM expansion.

Responsibilities

  • Own the global workforce strategy workstream end to end, including scope, planning, milestones, risks, and leadership status reporting.
  • Build cost-benefit analyses across the international footprint for contractor-to-EOR conversions, new EOR implementations, and legal-entity formation.
  • Develop a decision framework for contractor, EOR, and entity models based on cost, compliance risk, speed, candidate experience, and operating complexity.
  • Drive alignment and decisions across People, Legal, Finance, Tax, and business leadership.
  • Support UK expansion, including evaluation and potential entity creation, before year-end.
  • Partner with engineering leadership on LATAM hiring plans and model tradeoffs.
  • Define contractor-engagement guardrails covering employee-program eligibility, benefits, and equity.
  • Establish governance for intake, decision rights, escalations, and turnaround expectations.
  • Document playbooks, templates, and decision logs and complete a clean handoff.

Requirements

  • 7+ years of program or project management experience with direct ownership of international workforce, global mobility and expansion, or global HR operations initiatives.
  • Hands-on experience with EOR platforms and implementations, contractor engagement models, and legal-entity establishment economics and mechanics.
  • Working knowledge of worker classification, permanent establishment, payroll and employment tax, work authorization, benefits, and statutory requirements.
  • Direct experience with LATAM and UK markets.
  • Strong financial modeling skills, including fully loaded cost comparisons across models and markets.
  • Ability to drive alignment and decisions across senior stakeholders without formal authority.
  • Excellent written communication, including executive memos and operating documentation.
  • Ability to work quickly in ambiguous, high-growth environments.

Nice to Have

  • Healthcare or other regulated-industry experience.
  • Experience scaling from initial international hires to a multi-entity footprint.
  • Familiarity with equity administration for contractor and EOR populations.

Compensation and Benefits

  • Contract engagement suggested for 6 months, with an option to extend.
  • 20–30 hours per week.
