Program Manager, Compliance
The Program Manager will build and operationalize Scale’s enterprise compliance and GRC programs, covering ABAC, third-party risk, sanctions, policy governance, risk management, reporting, and diligence. The role requires 5+ years of in-house compliance experience plus strong process, analytical, and project management capabilities.

Responsibilities
- Build, design, improve, and streamline compliance programs covering anti-bribery and anti-corruption (ABAC), gifts and entertainment, conflicts of interest, third-party risk, and sanctions screening.
- Improve compliance policies, processes, and procedures with cross-functional stakeholders.
- Monitor regulatory developments, translate them into policy and process changes, and track obligations arising from customer contracts.
- Help build and operationalize the enterprise risk management (ERM) framework, including identifying and assessing key business risks.
- Develop compliance metrics and periodic reporting for Legal and GRC leadership.
- Support audit and assurance work during certification periods.
- Own customer and investor compliance diligence questionnaires.
Requirements
- 5+ years building or operating in-house ethics and compliance programs.
- Hands-on ownership of ABAC and at least one of gifts and entertainment, conflicts of interest, or third-party risk.
- Experience building and implementing policies, processes, and controls from scratch.
- Experience leading day-to-day activities and improving processes.
- Strong analytical skills and experience with data analysis tools or software.
- Project management experience, including planning, organizing, and resource management.
Nice-to-haves
- Familiarity with compliance frameworks including SOC 2, ISO 27001, and NIST 800-53.
- Experience applying AI or Machine Learning.
- International compliance experience, particularly government contracting or public-sector business in the GCC, EMEA, or APAC.
- Experience with GRC tooling or third-party risk management systems.
- CCEP or CCEP-I certification.
- Current or past U.S. Government Security Clearance.
Compensation and Benefits
- Base salary range: $164,800–$206,000 USD.
- Compensation may include base salary, equity, and benefits.
- Benefits include health, dental, and vision coverage, retirement benefits, a learning and development stipend, generous PTO, and potentially a commuter stipend.
