Facilities Planning Manager
Manages emergency preparedness, physical security, and continuity planning for NCI facilities, including risk assessments, training, exercises, crisis communications, and emergency management systems. Requires a bachelor's degree and at least eight years of related experience.

Responsibilities
- Develop, implement, maintain, and periodically review security, emergency preparedness, emergency response, and Continuity of Operations (COOP) plans for NCI facilities on and off the NIH Bethesda Campus.
- Research and analyze data for Hazard Vulnerability Analyses (HVA), Threat and Hazard Identification and Risk Assessments (THIRA), Facility Security Assessments (FSA), and related planning documents.
- Coordinate planning with NCI leadership and local, state, federal, NIH, and other partner stakeholders.
- Develop policies and procedures for preparedness, prevention, mitigation, response, and recovery from natural, technological, human-caused, and national security emergencies.
- Develop and deliver education, outreach, training, drills, and exercises for emergency personnel, volunteers, and the broader workforce.
- Serve as project manager for the Geographic Asset and Inventory Tracking (GAIT) Program and NCI Crisis Communications Program.
- Maintain the Emergency Equipment Tracking System (EETS), Emergency Management Organization (EMO), and Emergency Management Facility (EMF).
- Develop emergency management website content and implement the NCI Fire Safety Training Program.
- Facilitate meetings and high-level briefings, including presentations to senior and executive leadership.
- Administer COOP software and support the accountability scanner network and related emergency management systems.
Requirements
- Bachelor's degree in Emergency Management or a related field.
- At least eight years of related professional experience.
- Demonstrated experience with emergency preparedness and continuity planning.
- Experience developing COOP plans and incorporating threat-related intelligence and physical security requirements.
- Experience with HVA, THIRA, FSA, FEMA Federal Continuity Directives 1 and 2, and the Continuity Evaluation Tool.
- Experience briefing executive-level leadership and delivering high-level presentations.
- Experience forming teams to complete complex and sensitive tasks under short timeframes.
- Ability to operate effectively in politically charged government environments.
- Strong oral and written communication, analytical, organizational, interpersonal, and time management skills.
- Experience developing and delivering comprehensive instructional programs.
- Proficiency with Microsoft Office Suite, including Word, Excel, Outlook, and PowerPoint.
Compensation and Benefits
- Annual salary: $130,000-$135,000.
