Program Manager, State & Enterprise Programs

Own delivery plans, client relationships, milestones, acceptance, scope, and risks for complex state and enterprise software engagements. The role requires 5+ years of program or project management experience, strong written communication, and familiarity with contractual delivery and formal change control.

Responsibilities

  • Own delivery plans for state and enterprise engagements across all workstreams.
  • Track milestones, UAT cycles, and acceptance against contracted statements of work.
  • Run weekly status meetings, steering meetings, escalations, and working sessions with agency program staff, legal, and state IT.
  • Maintain dependency registers for integration specifications, test environments, credentials, data feeds, and business decisions.
  • Manage scope, capability traceability, acceptance-criteria negotiation, change requests, and new-work intake.
  • Produce client deliverables and keep leadership informed of portfolio-wide risks.
  • Coordinate with engineering leads on integration timelines involving state systems, ERP platforms, state data hubs, and SSO.
  • Build a repeatable program playbook for new state and enterprise clients.

Requirements

  • 5+ years of program or project management experience involving complex software delivery.
  • Experience managing contractual milestones, UAT-based acceptance, and formal change control.
  • Strong written communication skills for status reports, meeting summaries, and acceptance-criteria language.
  • Ability to manage plans that depend on teams outside your direct management.
  • Government or regulated-industry client experience strongly preferred.

Nice-to-haves

  • Experience with state-government child care programs, including licensing, subsidy/CCAP, eligibility, or provider systems.
  • Experience with state human services or eligibility systems.
  • Familiarity with state procurement.
