US Government Subcontracts Manager

Manages the negotiation, administration, and compliance of subcontracts, teaming agreements, and supplier relationships supporting U.S. Government work. Requires at least five years of government contracts experience and extensive FAR/DFARS expertise; a JD and active clearance are preferred but not required.

Responsibilities

  • Draft, review, and negotiate teaming agreements, subcontracts, data-sharing agreements, license agreements, vendor and supplier contracts, and related partner agreements.
  • Support pre-award and capture efforts and post-award subcontract negotiation and management.
  • Drive the RFP process, review supplier paperwork, negotiate terms and deliverables, and ensure compliance with customer and regulatory requirements.
  • Collaborate with attorneys, finance, information security, technical teams, business development, and other stakeholders to align contractual terms with risk postures and technical requirements.
  • Serve as the primary point of contact for subcontractors and commercial partners.
  • Manage subcontractor deliverables and workflows supporting U.S. Government work.
  • Improve subcontracting processes, templates, and playbooks.
  • Negotiate terms of use for access to U.S. Government-furnished CUI and industry teammate portals.

Requirements

  • 5+ years of progressive experience in a government contracts or subcontracts role.
  • Eligibility to access materials governed by ITAR, EAR, OFAC, and CUI requirements.
  • Extensive knowledge of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
  • Thorough experience negotiating teaming agreements and prime contracts and subcontracts.
  • Familiarity with administering contracts of varying sizes.
  • Experience at a U.S. Government contractor or a technology company conducting significant U.S. Government work.
  • Strong program and project management skills, including managing competing priorities and meeting deadlines with minimal supervision.
  • Ability to implement legal-team procedures, company policies, and applicable regulatory and contract-specific certifications and requirements.
  • Excellent written and oral communication skills and strong attention to detail.

  • Active security clearance.
  • Juris Doctor (JD).
