Management Analyst

Responsibilities
- Independently process FOIA and Privacy Act requests, including correspondence, memoranda, document redaction, response letters, and administrative appeals support.
- Research, analyze, and evaluate information for request responses; apply FOIA, Privacy Act, DHHS regulations, NIH policies, disclosure laws, and relevant court decisions.
- Review requests and documents to determine whether information may be released, including sensitive commercial, financial, personal, investigative, and deliberative materials.
- Coordinate information requests with other offices, attorneys, management, NIH staff, members of the public, and external organizations.
- Manage FOIA email correspondence and use automated tracking systems to monitor requests and ensure timely resolution.
- Research, write, fact-check, edit, and revise science-based communications materials for NIH, OCPL, and diverse audiences.
- Develop articles, research summaries, newsletter contributions, factsheets, brochures, website content, reports, and end-of-year summary publications.
- Conduct scientific literature research and interviews with subject matter experts; attend relevant seminars and presentations.
- Draft materials for editorial clearance, apply style guidelines, incorporate feedback, and maintain records of source materials, interviews, drafts, and final products.
- Present complex scientific concepts clearly for audiences including the public, Congress, media, industry, and healthcare professionals.
- Attend staff, team, strategy, and calendar-planning meetings as requested.
Requirements
- Bachelor's degree in Public Health, Governmental Affairs, Public Policy, or a related field.
- At least five years of specialized experience; seven years preferred.
- Strong oral and written communication skills.
- Excellent analytical, organizational, and time-management skills.
- Ability to exercise initiative and work independently.
- Knowledge of FOIA, the Privacy Act, DHHS FOIA regulations, NIH policy, and applicable court decisions.
- Ability to research and interpret scientific literature, regulations, policies, procedures, and legal precedents.
