About the role

Responsibilities

  • Be the product voice in state conversations: prepare materials, present Propel's capabilities, field technical questions from state partners, translate learnings into structured requirements for product and engineering.
  • Own state campaign delivery end-to-end: define deliverables, write scope-of-work, set up campaign infrastructure, monitor execution, run evaluations, fix issues.
  • Lean into AI-enablement to create leverage for partnerships with less engineering support.
  • Make hands-on tradeoff decisions on new product investments vs. existing capabilities; perform configurations when needed.
  • Feed the case management product roadmap by synthesizing patterns across engagements and providing evidence-based recommendations to PMs.

Requirements

  • 5+ years bridging product/technical teams and external partners in solutions architecture, implementation/delivery leadership, technical program management, or product management in B2G context; direct experience with state SNAP or Medicaid agencies.
  • Technical background: comfortable with tech stack, reading API docs, translating technical documents, estimating complexity/scope.
  • Familiarity with public benefits administration (SNAP, Medicaid, EBT) and state agency operations.
  • Ability to operate across altitudes: presenting to state CIOs, speccing campaigns, analyzing results, drafting SOWs.
  • Strong product instincts to distinguish platform features from one-offs.
  • Comfort with ambiguity; strong communication, data skills (clear writing, decks, SQL/analytics).

Nice-to-Haves

  • Background in case management systems, benefits administration tech, or health plan operations.
  • Previous experience as engineer or technical PM.
  • Experience with program evaluation (success metrics, measurement frameworks).

Compensation & Benefits

  • Expected compensation: $160,000 - $190,000.
