About the role
Responsibilities
Build and own a statewide ECC-Rater network across major California metros.
Contract qualified rater firms, set commercial terms, service-level agreements, capacity commitments, and offboarding criteria.
Manage relationships with California ECC provider registries, including CHEERS and Golden State Registry (GSR).
Build and run a quality-assurance program covering credential verification, errors and omissions insurance review, pass-rate tracking, service-level auditing, and rater performance scorecards.
Hold or hire certified ECC-Raters for technical and quality-assurance standards.
Serve as the technical voice in enterprise sales conversations involving HERS/ECC capabilities.
Monitor the transition from HERS to ECC and track Title 20 rulemaking and its operational impact.
Evaluate strategic options, including potential acquisitions of rater firms.
Requirements
Experience operating a permit, HERS/ECC, and rebate operation with responsibility for the network, workflow, and results.
Established relationships in the California rater market, including Sacramento, the Bay Area, Los Angeles, and San Diego.
Experience building or managing multi-vendor, multi-metro networks of inspectors or raters.
Ability to vet, contract, manage, and offboard network partners.
Strong technical credibility in customer conversations about HERS/ECC testing workflows, rater capacity, and compliant inspections.
Understanding of pass rates, service-level performance, and rater economics.
