Subcontracts Manager, Public Sector

Manages subcontractor relationships and execution for complex Public Sector programs, integrating external deliverables into technical plans and schedules. The role requires 5+ years of program or subcontract management experience, strong systems integration fluency, and an active Top Secret clearance.

Responsibilities

  • Own day-to-day relationships with subcontractors supporting large Public Sector programs, including defense primes and specialized technical partners.
  • Ensure subcontractor scopes, interfaces, deliverables, dependencies, and acceptance criteria align with the overall technical solution.
  • Translate prime contract milestones and requirements into subcontractor deliverables and timelines.
  • Integrate subcontractor activities into the Integrated Master Schedule (IMS) and identify dependencies, risks, and schedule impacts.
  • Hold subcontractors accountable for scope, timelines, deliverables, status reporting, and corrective actions.
  • Establish operating cadences covering status reviews, action tracking, risk management, decision logs, and escalations.
  • Drive resolution of technical and programmatic blockers across internal teams, subcontractors, customers, and external stakeholders.
  • Lead subcontractor onboarding, including program context, systems access, security requirements, documentation, and operating processes.
  • Coordinate flow-down and tracking of security, access, compliance, and program requirements.
  • Manage administrative workflows such as invoices, billing questions, documentation requests, staffing changes, and access issues.
  • Provide program managers with visibility into subcontractor performance and proactively escalate risks.
  • Build productive relationships while maintaining accountability for execution.

Requirements

  • Active Top Secret clearance.
  • 5+ years of experience in program management, technical program management, subcontractor management, defense acquisition, systems integration, or a related field.
  • Experience managing external organizations against defined scope, schedules, milestones, and deliverables.
  • Experience with Integrated Master Schedules, Work Breakdown Structures, Statements of Work, deliverable tracking, and formal program reviews.
  • Strong technical acumen across software, systems integration, interfaces, dependencies, and technical program plans.
  • Experience managing integrated program plans with multiple teams, workstreams, and external dependencies.
  • Ability to influence organizations outside of a direct reporting chain and hold external partners accountable.
  • Excellent written and verbal communication skills.
  • Strong organizational skills and attention to detail across commitments, documentation, financial workflows, and schedule management.
  • High ownership and a record of proactively identifying and resolving risks.
  • Willingness to work onsite in the Washington, DC area as required and travel to subcontractor facilities.

Nice-to-Haves

  • Experience with major defense prime contractors or traditional defense primes.
  • Experience supporting Department of Defense or Intelligence Community contracts.
  • Familiarity with government contracting structures, subcontract administration, FAR/DFARS requirements, and flow-down obligations.
  • Experience managing technically complex software, AI/ML, data, or systems integration subcontractors.
  • Familiarity with AI/ML systems, generative AI, agentic workflows, APIs, data pipelines, and modern software architectures.
  • Experience supporting classified programs and coordinating security requirements, personnel access, and secure environments.
  • Familiarity with subcontractor invoicing, cost tracking, forecasting, and financial reconciliation.
  • Domain knowledge related to homeland layered defense.

Compensation and Benefits

  • Base salary range: $166,400–$249,000 USD.
  • Compensation may include base salary, equity, and benefits; final compensation depends on location, skills, experience, qualifications, interview performance, and education or training.
  • Benefits include health, dental, and vision coverage, retirement benefits, a learning and development stipend, generous PTO, and potentially a commuter stipend.
